PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion cosmetic which gives comfortable use feeling without being sticky to the touch and does not cause a stain on drying. SOLUTION: The oil-in-water emulsion cosmetic includes 0.05-2 mass% of succinoglycan (A), 0.1-3 mass% of at least one hydrophobic powder (B) selected from a nylon resin powder, a urethane resin powder, a silicone rubber powder, and a silicone resin powder, and 1-50 mass% of a hydrophobilized powder (C), wherein the components (A) and (B) are included in the outer aqueous phase and the component (C) is included in the inner oil phase.
