PURPOSE: A rotational displacement controlling plug valve is provided to open and shut a plug valve precisely by control rotational displacement exactly. CONSTITUTION: A rotational displacement controlling plug valve(100) comprises a first operator(110), a second operator(120), a third operator(130), an inner housing(140), a control pin assembly(150). The first operator is rotated by a handle. The first operator comprises a ball mounting groove(111a), a first main body(111), a first screw part(112), a shaft(10) rotated by the handle. The second operator comprises a second main body(121) and a stem(122). The third operator comprises a third main body(131) and a ball penetration hole penetrating one side a third main body, and a protrusion to which a stopper of the second operator is caught. The control pin assembly is inserted into a U-shaped groove(134) formed in the outer surface of the third operator.
