A powdery phosphor composed mainly of an acicular or fibrous zinc oxide single-crystal with an aspect ratio of 5 or higher is produced through the step of preparing a raw material solution selected from among an alkali solution containing zinc ions as raw material solution (A), a solution containing zinc ions and dopant element ions as raw material solution (B) and a solution resulting from mixing of the raw material solution (A) with the raw material solution (B) and the hydrothermal reaction step of performing hydrothermal reaction of the mixed solution at subcritical or supercritical temperature and pressure in a hermetically sealed vessel. Pulverization step or the like is not needed, and high-density orientation can be realized. Zinc oxide single-crystal powder most suitable for light emitting device, display device, fluorescent lamp, etc. can be produced at low cost.
