PURPOSE: An apparatus and a method thereof for offering a collect call service from 3G to 2G terminal are provided to supply efficient call connection in case the collect call service is supplied through 2G terminal from 3G terminal. CONSTITUTION: A message processor(410) receives an originating message for a collect call service of an originating terminal through a first apparatus. A controller(440) determines whether the originating terminal supplies the service about a first call. The controller offers the selective collect call service to the originating terminal. In case the service is unavailable, the controller queries the call connection whether to connect the called terminal.
