A navigation system (on-vehicle navigation system (1)) connected to a server (5) via a mobile communication network (3) through a telephone set connected through a cable (1a) or by radio (1b) is composed of following sections: a communication control section (12) which communicates with the server (5) by means of the telephone set (2) and measures parameter information relating to the command correspondence situation of the telephone set (2) or a communication connection environment; and a main control section (10) which transfers the parameter information measured by the communication control section (12) to an external storage medium (21) or the server (5) and controls subsequent communication according to the parameter information transferred to the external storage medium (21) or the server (5).
