PURPOSE: A frequency apparatus for allocating resource based on a zone and a method thereof in a frequency overlay system are provided to efficiently use the frequency resource and reduce overhead by transmitting frequency allocation information and zone information. CONSTITUTION: A terminal which is usable a same FA(Frequency Allocation) is to each zone is grouped(S510). The zone information showing the frequency assignment which is especially usable for the zone is multicasted(S512). The resource allocation information showing the allocated frequency assignment is unicasted(S514). The base station performs communication with one termianl by using the allocated frequency resource within frequency resource(S516).
