PROBLEM TO BE SOLVED: To provide a turbine blade assembly for actualizing highly precise assembly while maintaining the uniformity of a centrifugal force field in the rotating (peripheral) direction without causing the fall-down from a predetermined fixed position during operation. SOLUTION: A turbine blade 10a as a stop blade has a shank part 20 which consists of a cutout portion 50 formed in the center of one peripheral side face 22a of the shank part 20 in the axial direction of a turbine rotor 100, a cutout portion 60 formed in one peripheral side face 22a of the shank part 20 ranging from one end 22b to the cutout portion 50 in the axial direction of the turbine rotor 100, and a through-passage 70 formed passing through the cutout portion 50 to the side a blade effective portion so that a moving member 170 for moving the stop blade 160 to the side of the blade effective portion in the cutout portion 50 is inserted therein.
