PROBLEM TO BE SOLVED: To provide a thermal insulating double-floor structure of a detached dwelling house or the like, having excellent thermal insulation, simple in structure and facilitating construction. SOLUTION: A cut part 12 is formed in a rectangular panel 8 of a floor panel 6, a cutout part 11 is formed in one portion of four corners of a thermal insulating material 10, the thermal insulating material 10 is shifted for a fixed width in the diagonal direction of the panel 8, and the thermal insulating material 10 is disposed in the state of projecting over two sides of the panel 8. In laying the floor panel 6, the projected thermal insulating material 10 of the floor panel 6 is fitted to a space part 17 of a second floor panel 6, and the corner parts of the other three floor panels 6 are disposed in the corner part having the cutout part 11 of the floor panel 6 to butt on the upside of a top plate part 24 of a support leg 4. The top plate parts 24 are stored in recessed parts 40 formed by the cutout parts 11, the corner parts of four panels 8 are supported by the top plate parts 24, and height adjusting holes 44 are formed by the cut parts 12 of the respective panels 8 whose corner parts are butted.
