A controlled descent device adapted for lowering people from an elevated position to a lowered position a predetermined distance therefrom at a constant velocity, the descent device comprising an axle, a descent unit mounted on the axle and adapted for rotational motion therearound, and a braking system adapted to restrict rotational motion of the axle to a constant rotational velocity; the descent unit comprising a cylindrical member, a cable wound around the cylindrical member adapted for suspending the people during said lowering, an engagement mechanism mounted on the cylindrical member, and a rotation restriction mechanism.
