<P>PROBLEM TO BE SOLVED: To provide an organic silica-based material which excels in light resistance and can absorb light in the range of near-ultraviolet rays to visible rays and has a high quantum yield and an organic silica based porous material. Ž<P>SOLUTION: The organic silica-based material includes a polymer of an organosilane precursor represented by formula (2) and a surface active agent and the organic silica-based porous material includes the polymer of the organosilicon compound.
