PROBLEM TO BE SOLVED: To prevent the generation of shock by automatically decelerating a cargo-handling cylinder at a stroke end, in a cargo-handling speed control device applied to a cargo-handling vehicle such as a reach stacker. SOLUTION: The cargo-handling device is composed of the cargo-handling cylinder 53, a pump 54, a main valve 55, a pilot valve 56, a sensor 57, a solenoid valve 2, and a controller 3. Especially, the cargo-handling device is provided with the solenoid valve 2 controlling pressure oil from the pump 54 to the pilot valve 56, and the controller 3 controlling the solenoid valve 2 to decrease a flow rate of the pressure oil from the pump 54 to the pilot valve 56 as the cargo-handling cylinder 53 approaching the stroke end on the basis of a signal from the sensor 57.
