Disclosed is a hydrophilic coating film having high hardness and excellent abrasion resistance. The hydrophilic coating film also has excellent solvent resistance and alkali resistance. Also disclosed is a hydrophilic coating agent containing (A) a colloidal silica sol, (B) an acrylic polymer containing an active hydrogen and having a weight average molecular weight (Mw) of 5,000-200,000, (C) a silane coupling agent, (D) a polylactone polyol and (E) a curing agent. The hydrophilic coating agent contains less than 30% by mass of (F) a surfactant containing an active hydrogen relative to the total mass of the component (E) and the component (F). The mass ratio between the component (A) and the component (B), namely (A)/(B) is from 5/95 to 95/5; the mass ratio between the total of the component (A) and the component (B) and the component (C), namely (A + B)/(C) is from 30/70 to 95/5; and the mass ratio between the component (B) and the component (D), namely (C)/(D) is from 90/10 to 10/90.
