PROBLEM TO BE SOLVED: To provide an organic-inorganic complex composition which can form a coated film excellent in self cleaning and in undercoat protection when coating a substrate with it. SOLUTION: The complex composition contains an inorganic oxide particle (A), a polymer emulsion particle (B), a metal oxide having a photocatalyst activity (C) and a fluororesin emulsion (D). When applying it on the substrate, a layer containing the inorganic oxide particle (A), the polymer emulsion particle (B) and the metal oxide (C) having a photocatalyst activity is formed on the surface side, and a layer containing the fluororesin emulsion (D) is formed on the substrate side.
