PURPOSE: An arc protecting starting device of a stabilizer for surface light source driving is provided to prevent an arc generated during starting of a surface light source of a mercury free type, thereby stably driving the surface light source. CONSTITUTION: An excessive state determiner(1) determines an excessive state of a surface light source(20) while starting the surface light source of a mercury free type. An on-state maintenance unit(2) maintains an on state of on time determined in an on time determiner(3) during the starting according to a result of the excessive state determiner. The on time determiner determines the on time of a surface light source driver(5). An off time determiner(4) determines off time of the surface light source driver. The surface light source driver is operated according to a determination result of the off time determiner and the on time determiner, and drives the surface lights source with single direction pulse. The excessive state determiner includes a first capacitor charging voltage.
