PROBLEM TO BE SOLVED: To provide a hair-bleaching/dye-removing composition achieving sufficient bleaching activity while controlling the pH at mixing and preparation within a range of alkalescence, and capable of reducing the hair damage. SOLUTION: The hair-bleaching/dye-removing composition comprises the same or different preparations containing (A) one or more kinds selected from arginine and lysine and (B) ammonium persulfate, and a preparation containing hydrogen peroxide, and is regulated so that the ratio (A)/(B) of the formulated components (A) to (B) by mass at the mixing and preparation may be within the range of 0.25-1.86.
