Ž<P>SOLUTION: The present invention relates to an access terminal device for selectively requesting registration of an access terminal, including; a configuration message detector adapted to detect reception, at the access terminal, of a configuration message broadcast to the access terminal, the configuration message selectively including an inner-cell enablement indication; and a registration message generator configured to generate a registration message when the configuration message detected by the configuration message detector includes the inner-cell enablement indication and a network signal received at the access terminal exceeds a selected threshold.
