An insulating panel for use in buildings comprises insulation material11and at least one heat-exchanging and ventilation flue12. The flue12is internal of the panel and is divided by a heat-transfer element14. The panel may comprise a plurality of flues 12. A plurality of the panels may be used together in a building to form an insulating and ventilating system. The panel may be positioned between truss beams of a roof in use such that an outlet part12bof the flue12exits and can drain into a gutter51of the building and an inlet part12aof the flue12takes air in at the eaves of the building. The panel may alternatively be provided within a wall cavity. A fan and control system for it may be provided. The insulation material 11 may be a plastics foam material.
