PURPOSE: A manufacturing method of a flexible film is provided to shorten a process time by forming a first metal layer and a second metal layer after forming holes on an insulation film. CONSTITUTION: At least one or more holes(120) are formed on an insulation film(110). A diameter of the hole is 30~1000um. The holes are formed by a chemical etching method, a driller method, or a laser processing method. A first metal layer(131) is formed in at least one of a bottom surface of the insulation film, a top surface of the insulation film, and an inner circumference of the hole. The first metal layer is formed by an electroless plating method. A second metal layer(132) is formed on the first metal layer, and is formed by an electroplating method. Thickness of the first metal layer is thinner than thickness of the second metal layer, and is 0.02~0.2um. Thickness of the second metal layer is 2~50um.
