PROBLEM TO BE SOLVED: To provide a paper feeder preventing loading displacement of paper sheets loaded on a pushing-up plate, and also preventing the paper sheets from being damaged by an upper-surface regulating part when refilling. SOLUTION: The paper feeder supplies a plurality of the paper sheets loaded/stored on the pushing-up plate one by one, based on rotation of a paper feeding roller 30. Side part regulating plates 16 for regulating both side parts of the paper sheets loaded on the pushing-up plate orthogonal to the paper feeding direction F are formed with the upper-surface regulating parts 17 for regulating the upper surface of the loaded paper sheets at an edge part of the paper feeding direction F.
