<P>PROBLEM TO BE SOLVED: To provide a thin electromagnetic wave absorbing material having a high degree of freedom in design and realizing a high electromagnetic wave absorbing capability in a desired frequency band. Ž<P>SOLUTION: The electromagnetic wave absorbing material includes: a dielectric, such as carbon black, except for graphite, and/or a magnetic substance, such as ferrite and iron; and a graphite substance including fixed carbon of 97% or more, ash of 3% or less, and a volatile component of 3% or less as a dielectric constant regulator.
