PROBLEM TO BE SOLVED: To divert packets of, for example, a DoS attack or DDoS attack to a due direction by switching an output destination according to transmission-source information of the packets. SOLUTION: Information regarding the transmission source of a packet is added to conditions of switching of the packet and a packet sent from a specified transmission source is transferred to a specified transmission destination. For example, when normal packets and DoS attack packets are transferred to a transmission destination as an object of a DoS attack, only the DoS attack packets are transferred to a due transmission destination to avoid the DoS attack to the transmission destination as the object of the DoS attack.
