<P>PROBLEM TO BE SOLVED: To provide a portable communication terminal that enables a user who does not have the right to speak to transmit speech contents to other speakers when having the right to speak next time without remembering the speech contents, so that the user can concentrate and join in conversation in real time. Ž<P>SOLUTION: When portable communication terminals communicate with one another, the portable communication terminal 1 sends a request to acquire the right to speak to a speech communication control server 2 which gives the right to speak for speech transmission to a specified portable communication terminal, and receives permission to acquire the right to speak from the speech communication control server 2 to perform speech communication with a plurality of speakers. The portable communication terminal includes a speech data storage unit 20 which stores speech data spoken when the user is not a speaker, a right-to-speak acquisition unit 212 which sends a request to acquire the right to speak to the speech communication control server 2, and a speech data output unit 213 which outputs the speech data stored in the speech data storage unit 20 to the speech communication control server 2 when the right to speak is granted from the speech communication control server 2 in response to a request to acquire the right to speak made by the right-to-speak acquisition unit 212.
