<P>PROBLEM TO BE SOLVED: To reduce a bulk write time of a nonvolatile flash memory in which bulk delete is performed by divided block before writing. Ž<P>SOLUTION: The control device includes: a microprocessor 110 for communicating with an external tool 105A, and a nonvolatile flash memory 113A for storing an input-output control program of the microprocessor 110.The input-output control program is sequentially written in each divided block Bi of the nonvolatile flash memory 113A from an external tool 106A through a buffer memory 112 cooperating with the microprocessor 110 in a predetermined write unit amount. Each divided block Bi is further divided into first and second sectors for further division, and the buffer memory 112 forms a first-in first-out table having at least three stages (a prestage part 112a, a middle stage part 112b and a poststage part 112c), and is configured so as not to cause write delay due to a transfer delay resulting from serial communication from the external tool 105A.
