<P>PROBLEM TO BE SOLVED: To improve detection accuracy of the amount of movement without remarkably increasing calculation cost. <P>SOLUTION: A spatial inclination calculation part 121 calculates a spatial inclination component of a coefficient hierarchy block of an input image. A coefficient hierarchy processing part 112 carries out matching for the spatial inclination components between input images to detect the amount of movement in a coefficient hierarchy between the input images. An evaluation value calculation part 173 carries out matching for pixel values between the input images based on the amount of movement in an input image supplied from an adding part 167 to detect the amount of movement in the lowest hierarchy between the input images. The adding part 175 calculate the amount of the final movement between the input images based on the amount of movement in the input image and that of the lowest hierarchy.
