PURPOSE: A method and an apparatus for preparing hydrazodicarbonamide using low concentration hydrochloric acid are provided to save manufacturing costs by recycling low concentration hydrochloric acid which is by-product of azodicarbonamide synthetic reaction and to improve productivity through a continuous process. CONSTITUTION: A method for preparing hydrazodicarbonamide using low concentration hydrochloric acid comprises the steps of: injecting urea solution and hydrochloric acid solution through a urea solution inlet(22) and a hydrochloric acid solution inlet(24) while passing the hydrazine aqueous solution through a continuous reactor(20) to synthesize hydrazodicarbonamide within a continuous reactor; and obtaining solid hydrazodicarbonamide through an outlet of the continuous reactor.
