PROBLEM TO BE SOLVED: To give a user an operating bodily feeling due to pop force, and to make a cursor or a pointer stay at a position where the user intends it to be, even if he pulls his hand away from the operating knob. SOLUTION: A rotating speed of an operating knob 6 is calculated based on rotating angle signals. It is judged whether a pop-force command signal is received. Next, a control is made to lessen an amplitude of the pop force in accordance with the rotating speed. That is, by deducting a given value from a torque T<SB>0</SB>of the pop force X at a scroll state of a screen, an amplitude of the pop force X is lessened and a torque T<SB>max</SB>of a pop force Y is found. Next, when the T<SB>max</SB>is judged to be less than zero or a negative value, the T<SB>max</SB>is set at zero, and when it is not less than zero, a driving signal is outputted to a manual operating part based on the T<SB>max</SB>.
