PURPOSE: A solenoid actuator with a permanent magnet and a solenoid valve using the same are provided to minimize the interference between the permanent magnet and a solenoid coil by placing only one magnetic pole of the permanent magnet in the magnetic field of the solenoid coil. CONSTITUTION: A solenoid actuator comprises a solenoid coil(31) excited by external current to generate electronic thrust, a yoke(35) forming a magnetic path around the solenoid coil, a movable iron core(33) moving in one direction according to the electronic thrust of the solenoid coil, a spring(34) which pushes or pulls the movable core to one side, and a permanent magnet(37) which has a magnetic force for pulling and holding the movable iron core and is fixed so that one magnetic pole protrudes out of the yoke.
