PROBLEM TO BE SOLVED: To provide a technique capable of easily communicating with other communication parties by only assigning the other communication parties on a Web screen displayed on a user terminal. SOLUTION: A program providing device for communication includes: a means for receiving a communication request transmitted from the user terminal resulting from the selection of the information of the predetermined communication party by the user terminal from the communication party information provided from a Web site providing device to the user terminal; a means for transmitting the identification information for communication of the predetermined communication party related to the communication request to the user terminal; and a means for transmitting the program for communication for making the user terminal perform the processing of transmitting a communication connection request including the identification information for communication to the connection control device to the user terminal.
