PROBLEM TO BE SOLVED: To accurately control a duty ratio of a clock signal even if there is circuit production tolerance or fluctuation with lapse of time. SOLUTION: To an input section 11, a clock signal of which the voltage is varied continuously is input. A supplying section 12 supplies a constant reference voltage. A selector 13 outputs a clock signal obtained by alternately switching a voltage each time the voltage of the clock signal input from the input section 11 spreads over the reference voltage supplied by the supplying section 12.
