<p><P>PROBLEM TO BE SOLVED: To provide a webbing winding device capable of permitting the drawing of a webbing caused by the movement of an occupant after winding the webbing in an emergency of a vehicle. <P>SOLUTION: In the webbing winding device 10, when a pre-tensioner mechanism 54 is operated in an emergency of a vehicle, a pinion 56 is turned in the winding direction, the other end of a coil spring 64 is turned in the winding direction, the coil spring 64 is wind-tightened to generate a friction force between a torsion shaft 22 and itself, and the pinion 56 and a spool 16 are integrally turned in the winding direction.
