<p><P>PROBLEM TO BE SOLVED: To make transmission speed compatible with transmission quality. <P>SOLUTION: A transmission signal generating method or a transmission signal generating apparatus for a transmission apparatus having a plurality of antennas to transmit a modulation signal generated by using an OFDM system to a plurality of terminals selects an antenna among the plural antennas to be used for transmitting to each of the plural terminals, selects a first frame configuration for one modulation signal to be transmitted or a second frame configuration for a plurality of modulation signals to be transmitted using the selected antenna as a frame configuration of each of a plurality of carrier groups, and generates a transmission signal to transmit transmission data allocated to the plural carrier groups during the same term using the selected frame configuration.
