<P>PROBLEM TO BE SOLVED: To solve the problem that, in districts where the entire road surfaces are covered with snow during winter, a sharp level difference is produced between a snow covered manhole surface and other snow covered road surfaces, causing problems in steering of an automobile or the like to induce accidents such as spinning or the like. Ž<P>SOLUTION: In view of the fact that the heat inside the manhole is conducted to the manhole, causing the snow covered on the surface of the manhole to be melted, resulting in level differences with other snow covered road surfaces, the manhole is applied with a coating material containing a porous substance or ceramic with sound insulating properties and temperature barrier properties so as to subject the manhole to a non-heat conductive treatment.
