PROBLEM TO BE SOLVED: To provide a marking pellet shooter and a marking pellet shooting device capable of improving certainty of marking effect and additionally providing criminal repressing effect. SOLUTION: This marking pellet shooter includes a marking pellet 10 composed of a marking ball 11 and a rubber pellet 12 connected with the marking ball 11, a pellet receiving section 20 in which the marking pellet 10 is loaded, and a shooting means 30 having an explosive igniter generating a gas pressure by combustion of a combustible substance, and shooting the marking pellet 10 loaded in the pellet receiving section 20 by the gas pressure of the explosive igniter. The rubber pellet 12 of the marking pellet 10 is composed of a columnar elastic member, has concave sections on an end section at a shooting means 30 side receiving the gas pressure, and an end section at a side connected with the marking ball 11, further has annular projecting sections at outer peripheries of the concave sections, is received in the pellet receiving section 20 in a state of being closely kept into contact therewith, receives the gas pressure from the shooting means 30, and slides without gas leakage while keeping close contact in the pellet receiving section 20.
