PROBLEM TO BE SOLVED: To perform robust communication. SOLUTION: A carrier determination section 22 determines a pattern (ptrn0, ptrn1) of a carrier to be used for demodulating a baseband signal in a transmission processing section 21 in accordance with characteristics of a transmission line where constant distortion may occur in a waveform represented with a signal value of a specific symbol in accordance with values or symbols transmitted before and after the specific symbol. An antenna 23 transmits via the transmission line a modulation signal obtained by modulation using the determined pattern of the carrier. At a receiving side, the modulation signal transmitted via the transmission line is bit-determined at a sampling position corresponding to the characteristics of the transmission line and demodulated to the baseband signal. The present invention may be applicable to a transmitter and a receiver which perform communication under a transmission line environment having constant deterioration characteristics.
