PROBLEM TO BE SOLVED: To reduce man-hour for developing software by eliminating the need of developing software for each LSI usage. SOLUTION: This memory access controller comprises: a first memory controller for controlling access to a first memory; a system bus to which the first memory controller and a CPU are connected; a plurality of data processing circuits having a DMA controller; a second memory controller for controlling a second memory; a switching device connected among a data processing circuit, the system bus and the second memory controller and switching an access destination of the data processing circuit to the system bus or the second memory controller; and a memory access area managing part for monitoring the system bus, using information obtained from the system bus and dynamically controlling the switching device.
