PROBLEM TO BE SOLVED: To properly maintain a communication quality in a communication between cars by effectively utilizing a communication resource. SOLUTION: A travel-speed information representing the travel speed of the car loading a communication terminal 101 and a travelling-environment information representing a travelling environment corresponding to the current spot of the car are acquired. The transmission power of transmission radio waves and the transmission power transmitted from the communication terminal 101 to another communication terminal different from a terminal body are determined on the basis of these travel-speed information and travelling-environment information, and the transmission radio waves are transmitted to another communication terminal 101 by using the transmission power and/or a transmission period.
