PROBLEM TO BE SOLVED: To provide a tension introduction device which becomes a starting point for applying tension to a wire reeled out of a run winding coil set to an uncoiler and which can adjust the tension of the wire stably and securely, and to provide a wire reeling facility provided with the tension introduction device which can continuously perform smooth operation and which can meet the needs for speedups of the operation. SOLUTION: The tension introduction device 50 is constituted by a presser roller 53, a gripping-force adjustment means 54 and a rotation-load adding means 55. The presser roller 53 is arranged on the exit side of the uncoiler, and delivers the wire 1 while gripping it so that the presser roller 53 can freely rotate about the shafts 52 which have been placed side by side at required intervals in the direction perpendicular to the delivery direction of the wire 1. The grip force adjustment means 54 energizes the presser rollers 53 in the direction where they are brought into the proximity of each other, and adjusts the gripping force of the wire 1.
