<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing phenolic novolac resin with a good yield (70% or higher) and an ortho ratio of 30-60%, preferably of 40-55%. Ž<P>SOLUTION: When a phenolic novolac resin is obtained by reacting a phenol and a formaldehyde, the reaction is carried out in the presence of a metal compound as a catalyst for the reaction, and a chelating agent is added in order to deactivate the catalytic effect of the metal compound.
