PROBLEM TO BE SOLVED: To enable an operator to decide future operation related to the operation of a manufacturing facility.

SOLUTION: An acquisition part 302 acquires operation process data of a manufacturing facility (first process data which can be operated by an operator and second process data different from the first process data) from a facility management device 141. A retrieval part 303 retrieves the past operation process data similar to the present operation process data based on the first or second process data. A retrieval part 305 retrieves action data in the past operation process data retrieved by the retrieval part 303 from among action data decided by an action decision part 304 based on the first process data. Then, a notification control part 307 notifies the action data retrieved by the retrieval part 305 and the evaluation result evaluated based on the first process data by an evaluation part 306.
