The apparatus has a wheel attaching part raise unit (10) raising a wheel attaching part (5) via holding units (6, 12). An attitude-angle measurement unit (11) measures attitude angle of the wheel attaching part via a measurement location of the wheel attaching part. A sensor unit (21) mutually opposes the measurement location of the wheel attaching part in a non-contact state. A connection member (30) connects the sensor unit with the holding units via a ball joint (31). A following unit (32) makes the raising/lowering motion of the holding units by the raise unit via the member.
