<P>PROBLEM TO BE SOLVED: To provide a fuel cell suppressing generation of flooding in the electrode of the fuel cell. <P>SOLUTION: An alkaline fuel cell including an electrolyte and a pair of electrodes disposed on both sides of the electrolyte includes bringing a cathode electrolyte of a pair of electrodes into contact with the electrolyte, and also including a catalyst layer containing a plurality of catalyst particles and a water repellent layer disposed so as to cover a face on the side opposite to a face in contact with at least the electrolyte of the catalyst layer.
