PROBLEM TO BE SOLVED: To provide a photocatalyst coating composition having excellent stability as a liquid agent, which enables formation of a photocatalyst coating having excellent weather resistance, poisonous gas decomposability, suppressing effect on propagation of fungi or algae and other desired characteristics (such as transparency and film strength), while preventing erosion into the base material. SOLUTION: The photocatalyst coating composition includes, in a solvent, titanium oxide particles, inorganic oxide particles, copper element, silver element and quaternary ammonium hydroxide, and optionally a hydrolyzable silicone. By containing quaternary ammonium hydroxide in the photocatalyst titanium oxide sol which is the raw material of the photocatalyst coating composition, copper and silver can be stably dispersed in the composition.
