<P>PROBLEM TO BE SOLVED: To prevent a situation where a specific fire alarm is erroneously determined to be abnormal by another fire alarm due to the cyclic change in regular monitoring when a battery is replaced. Ž<P>SOLUTION: A control part 1 of a master station TR1 is configured to transmit the first regular monitoring message after battery exchange (reset) at intervals (for example, one hour) which is shorter than a first cycle (25 hours). As a result, probability that the interval of regular monitoring before and after battery exchange is made longer than a threshold (33 hour + α) with which the master station TR1 is determined to be abnormal by the control part 1 of a slave station TR2 due to the cyclic change in the regular monitoring when the battery is replaced, is reduced.
