PROBLEM TO BE SOLVED: To provide a developing device that efficiently discharges toner of small particle size.

SOLUTION: The developing device includes a developing roller 11 which supplies toner to a photoreceptor drum 30; a magnetic roller 12 which supplies toner 24b of a two-component developer carried on its surface to the developing roller 11; a restriction member 20 provided to abut on a surface of the developing roller 11 downstream from an area 11b where the toner is supplied from the magnetic roller 12 and upstream from an area where the toner is supplied from the developing roller 11 to the photoreceptor drum 30 in the rotating direction of the developing roller 11, with reference to a rotation direction of the developing roller 11; and a solenoid 22 which makes the restricting member 20 abut against the surface of the developing roller 11 in a timing of one of operation modes for forcibly discharging toner onto the photoreceptor drum 30.
