PROBLEM TO BE SOLVED: To provide a paying out device and a sheet sticking device capable of allowing or restricting the pay-out action of a fed seal by changing the rotation action of a tension adjustment means to linear action. SOLUTION: The sheet sticking device is constituted by a pay-out device 10 provided with a feed reel 11 for supporting a rolled web R so as to pay it out, a tension adjustment means 12 for performing rotation action according to the tension of the rolled web R, an action conversion means 13 for converting the rotation action of the tension adjustment means 12 to the linear action, and a brake means 14 which permits or regulates the pay-out action of the feed reel 11; a drive means 15 for giving a pay-out force to the rolled web R; a peel-off means for peeling off a label L from a peel-off sheet RL constituting the rolled web R; and a pressing means for pressing and sticking the label L to an object to be adhered. The action conversion means 13 includes a rotation member 27 and an advancement/retreating member 35 thread-engaged with the rotation member, and the advancement/retreating member 35 allows or restricts the pay-out action of the feed reel 11 by performing action in a linear direction by a rotation-stop mechanism 37.
