<P>PROBLEM TO BE SOLVED: To provide a flame-retardant composition, an adhesive, and a filler, all having high flame retardance and low hazardousness. Ž<P>SOLUTION: The flame-retardant composition includes (a) a silicone resin and/or a modified silicone resin and (b) a melamine derivative. Preferably, the composition further includes (c) an inorganic filler. Melamine is exemplified as the melamine derivatives.
