PURPOSE: A motion estimating method by a fast multiple reference frame selection procedure is provided to improve a motion estimating time while maintaining image quality and a bit rate. CONSTITUTION: A motion estimating method by a plurality of reference frames comprises the following steps. The optimum reference frame is selected among candidate reference frames using a reference frame suitable value(S12). The reference frame suitable value is the sum of a motion vector cost function value and a reference frame cost function value about respective reference frames. A motion vector about a current block is obtained from the optimum reference frame.
