<P>PROBLEM TO BE SOLVED: To provide a technique which enables generation of fine bubbles and causes to-be-washed objects to be separated and floated on the surface of water. Ž<P>SOLUTION: The cleaning effects and physiological activities in the human body associated with generation of fine bubbles are excellent, while chemical contamination occurring in industries, especially manufacturing industries, having used many industrial chemicals cannot be prevented. When ensuring only a sufficient pressure and sufficient amount of water, without addition of anything to water or removal of anything from water, the technique generates fine bubbles and causes to-be-washed objects to be separated and float on the surface of water.
