<P>PROBLEM TO BE SOLVED: To provide a surface heat generating element capable of preventing that a resistor heat generating element is locally overheated in the surface heat generating element having the resistor heat generating element to generate heat by energization, a fixing device equipped with the surface heat generating element, and an image forming device equipped with the fixing device. Ž<P>SOLUTION: In the surface heat generating element, the resistor heat generating element to generate heat by energization constitutes a face of a fixed shape as a whole, forms a heat generating pattern, and is formed on one surface of the thickness direction of an insulating layer. Then, the resistor heat generating element is constituted to include a plurality of linear parts extended in the direction nearly orthogonal to the longitudinal direction of the insulating layer and formed on one surface of the insulating layer respectively in a nearly parallel state, and a low volume resistance part which connects mutual end parts of extension direction of the neighboring linear parts so as to extend in the longitudinal direction of the insulating layer and to become one line, and is formed on one surface of the insulating layer.
