<P>PROBLEM TO BE SOLVED: To achieve appropriate and efficient handoff even in a system having a large number of base stations of different frequencies, and to provide a method which only requires a terminal to search one neighboring base station selected by a base station without searching all neighboring base stations with an extremely small amount of processing and a small load. Ž<P>SOLUTION: In a radio communication system wherein radio frequencies for communicating with the radio terminal are different for each radio base station, a table storing positional information, information of frequencies used for transmission/reception to/from the terminals and decision conditions in handoff operations as to the respective base stations is prepared in the base station control station. When the positional information is received from the radio terminal, the base station control station selects the base station being a handoff candidate on the basis of the positional information of the radio terminal, the positional information of the respective base stations and the decision condition in the handoff operation, with reference to the table, and transmits a handoff request message including the information of the frequency of the base station being the handoff candidate to the radio terminal via the base station communicating with the radio terminal.
